Job Description:
As a Proposal Manager, you will apply proven proposal planning and execution strategies and processes to lead teams across the sector to develop successful, compliant, compelling, and on time proposal submissions.
The proposals you will work on include top Priority Wins and other major competitive and sole source pursuits.  Candidates for this position will demonstrate a broad skill set that is balanced across leadership, collaboration, innovation, communication, project management, risk management, and proposal –based capabilities.

Responsibilities include, but are not limited to:
-Working with Solution Architects and Subject Matter Experts (SME’s) to document, write, and articulate solutions and corporate experience against proposal requirements
-Developing efficient and effective proposal execution plans in response to complex solicitations for the U. S. government and other customers
-Having direct accountability for writing/editing aspects of the proposal group operations
-Performing management of immediate team members, when acting as the section lead or lead writer for a volume/section
-Making significant contributions to the development and continuous improvement of proposal management processes, tools, and templates
-Writing clear, compliant, compelling, persuasive, and articulate proposal sections; translate complex ideas into easily understandable text
-Ensuring documents are clear, concise, and grammatically correct
-Adjusting to shifting priorities, stringent deadlines, last minute requirements, and frequent evening/weekend hours to accomplish tasks within non-negotiable client deadlines
-Demonstrating the capacity to bring creativity and original thinking to the framing and structuring of a compliant and compelling proposal content, by incorporating the answers to client’s true objectives of the RFP/RFI
-Debriefing teams after proposal submission
-Sharing results to enhance the benefits of successful wins and losses (as lessons learned) to refine and enhance future proposal strategies, training, and content
-Preparing timelines and budgets for each proposal, and ensure that all deadlines are met
-Strategically evaluating and recommending changes to proposals based on customer needs

Qualifications:
-Ability to understand RFP requirements and respond with compliant and compelling solutions
-Bachelor’s degree with at least 7 years of experience working on competitive proposals for Federal Government customers
-Experience training, leading and directing activities of team members through execution of a formal proposal process
-Experience leading teams in discussion of brainstorming approaches for proposal sections/approaches
-Keen listener with the ability to quickly grasp ideas that can be translated into written words that will impact the client’s desire to award the program to M&S
-Demonstrated success writing and leading technical, management, transition, staffing, and/or corporate experience & past performance volumes of complex efforts
-Excellent writing and communication skills
-Excellent organizational and leadership skill
-Ability to read situations and adapt management style to achieve results
-Ability to work with grace and efficiency in a demanding, deadline-driven environment
-Proficiency in Microsoft Word, Excel, PowerPoint, SharePoint, and Teams

*This is a hybrid position.  You must be able to travel to the Morgantown, WV office when needed.

Physical Requirements:
-Prolonged periods of sitting at a desk and working on a computer
-Must be able to lift 15 pounds at times
