Financial Analyst

Overview:

We have an opportunity for a Financial Analyst at the Washington Navy Yard, DC. This position requires you to be onsite.

This position requires U.S. citizenship and an active DoD Top Secret clearance; candidates must be willing to obtain and maintain a Counterintelligence (CI) Polygraph.

The Financial Analyst compiles information in support of the Intelligence Program Budget Submission (IPBS) and prepares briefing materials/charts to support IPBS budget briefs to the Director of National Intelligence (ONDI), Department of Defense (DoD), and Office of Management and Budget (OMB); compiles information in support of the Congressional Budget Justification Book (CBJB) and prepares briefing materials/charts to support CBJB budget rollout briefs to congressional staff members and support mid-year and end-of-year reviews.

Responsibilities:

  • Independently review ODNI guidance and/or instructions and respond to ad-hoc tasking to support the Chief Financial Officer (CFO) team.
  • Prepare monthly budget and finance reports.
  • Update Excel workbook with end-of-month financial execution data.
  • Monitor monthly budget execution, request and compile variance explanations for under-executing projects, subprojects,s and/or business areas, and populate the monthly budget and finance reports.

  • Prepare monthly ODNI execution reports and create the Execution and Transaction Intelligence Resource Information System (IRIS) data files.
  • Prepare congressional quarterly execution report.
  • Prepare ODNI mid-year and end-of-year execution review reports and prepare briefing materials/charts to support briefs to ODNI and OMB.
  • Compile and prepare annual obligation and expenditure plans.
  • Review and analyze unliquidated obligations, for active appropriations, to identify funds that may be available for recapture and reuse, before the fund’s expiration. This includes assisting with the completion of the Tri-Annual Reviews (TARs) by the Financial Management Regulation (FMR) and internal guidance.
  • Review and analyze unliquidated obligations for expired and canceled appropriations to help identify problem areas, where funds have been obligated but not expended, to support ODNI’s objective of improving execution and reducing lost opportunity.
  • Review and update, as necessary, program CFO-related policies.
  • Independently review ODNI guidance and/or instructions and respond to ad-hoc tasking to support the CFO team.

Qualifications:

  • Education: bachelor’s degree.
  • Experience:
    • 5+ years of Federal/DoD budget experience.
    • 7+ years of experience using Microsoft PowerPoint and Excel applications.
  • Desired Qualifications:
    • Experience with IPBS processes, CBJB processes, performance metrics, Intelligence Community (IC) fiscal formatting, Mission of Interest (MOI), Country of Interest (COI), Counterterrorism Resource Alignment (CTRA) and IRIS.
  • Security Clearance Requirements:
    • This position will require U.S. citizenship and an active DoD TS/SCI clearance with the ability to obtain and maintain a Counterintelligence (CI) Polygraph is required.
