Project Manager 3 – Hybrid – Austin, TX

Job Description:

The Project Manager will be responsible for managing the EHR project, which includes overseeing all necessary project documentation such as business case workbooks, project charters, schedules, biennial operating plans, and amendments. The role requires gathering and coordinating requirements, researching, planning, evaluating, and reporting on project progress. The Project Manager will develop data conversion and migration plans, working closely with business owners, IT teams, and solution vendors to manage application/data migration efforts, ensuring best practices and standards are followed. The individual will assist in optimizing HHSC operations and program functions while providing recommendations for improvements. Additionally, the Project Manager will act as a liaison between business users and vendors to ensure the flow of necessary information. The role requires independent judgment and initiative, with limited direction provided.

Qualifications:

  • Experience: 10+ years of managing multiple projects, particularly in the implementation of EHR applications or similar large-scale applications across large organizations. This includes developing and managing project plans, documenting risks, issues, and contingency plans.
  • Technical Skills: 10+ years of experience with databases like InterSystems Caché, Oracle, and Microsoft SQL Server. Proficiency in using project management tools such as MS Project, Excel, Word, Visio, Jira, and others.
  • Analytical Abilities: Strong ability to research, gather, assemble, and analyze facts, devise solutions, and prepare concise reports for complex issues, prioritizing information and tasks.
  • EHR Domain Experience: Experience in the EHR application domain, application migration, workflow analysis, SDLC artifacts development, and support using software engineering practices.
  • Data Migration Strategy: Experience in developing migration and implementation strategies, overseeing vendor efforts, and managing data migration activities including mapping and data cleaning efforts.
  • Team and Stakeholder Communication: Strong communication skills to interact with stakeholders, vendors, staff, and leadership on day-to-day activities, and provide regular updates and project status reports.
  • Project Management: Ability to conduct regular project team meetings, summarize and escalate issues, and develop status updates. Experience in managing application migration and working with system analysts and business subject matter experts.
  • Leadership: Proven ability to lead diverse teams, inspire productivity, and foster collaboration.
  • Preferred Experience: Prior experience with SaaS model EHR systems, cloud data migrations, and knowledge of HHSC Federal State processes. PMP certification and familiarity with existing and planned software technologies are also preferred.

Terms of Service:

Services are expected to be completed by 08/31/2025. The service may be amended, renewed, or extended 

Work Hours and Location:

Services will be provided during normal business hours (Monday to Friday, 8:00 AM to 5:00 PM) unless otherwise coordinated through the Texas Health and Human Services Commission (HHSC). The primary work location is 4601 W Guadalupe Street, Austin, TX 78751, with a hybrid work model (on-site and telework). Any travel, per diem, parking, and/or living expenses are the candidate’s responsibility unless pre-approved by HHSC. Travel expenses will comply with the State of Texas travel rules. The candidate may be required to work outside normal business hours, including weekends, evenings, and holidays, as needed.
